  Consider the following thought experiment: Congress has completely deregulated the airline industry. In response, an entrepreneur has founded Packenheet Airways. Packenheet is unique in that it allows anyone and everyone to carry a handgun onboard its flights, with these conditions: 1.
There are no air marshals and no flight attendants. 2. The crew is sealed into an armor-lined cockpit and won't go into the passenger area except to save the aircraft from a crash. 3. You may carry only a handgun and 25 rounds of ammunition. 4. No long guns (e.g., shotgun, machine gun, rifle, etc.). 5. No weapon that shoots more than one round per trigger pull. 6. You and your baggage will be searched for anything that can purposely kill more than one human being at a time (e.g., bomb, chemicals, bioweapons, etc.).
If such things are found, you may not board the flight. 7. You must sign a waiver that says that you cannot sue Packenheet Airways for anything, up to and including a crash caused by gunplay aboard the airliner, and may not make any insurance claims. What's the incentive? The prices are dirt cheap and they'll fly anywhere you can land a modern airliner, no questions asked. Would you fly on Packenheet Airways?
